As a Shifter levels, they are allowed to pick one Protection or Summoning (non-weather related) spell. As there are limited numbers of these spells, can this be broadened to include other spells?

Answer:

No, these are extra spells which the Shifter gets as they level. It is logical they would run out of these, as they would eventually learn all of magic which is specific to this area.
