Sometimes situations happen that you can't see or don't know about.

As only one character you are not going to know EVERYTHING that happens, nor may you understand what is going on or why at the time.

This means that person X does not have to contact you to say "Hey I'm going to try and arrest you for that thing you did." Or say "I'm going to come and take you for questioning." As I do not see how your character would know these things ICly.
