Are Items Magical?
Any item made by the Mystic Kuznya which require the expenditure of PPE show up as magical items.
Failed Build Rolls
When a Mystic Kuznya forges something but fails the creation role the proper creation roll, the penalties are as applied in Mystic Russia, plus 25% more time and 10% more material will be required to complete it. These affects are cumulative over multiple roll failures.
Tools with Other Abilities
It is possible for a Mystic Kuznya to make tools which give bonuses to a single skill. They will exchange any +1 bonus for a +5% bonus to a single skill. For example, if a Mystic Kuznya makes a magical hammer which is +1 Strike and +1 Parry, but was intended to be used in carpentry rather than combat, these bonuses would provide a +10% skill bonus to Carpentry. The combat bonuses would no longer apply. However, there is nothing to stop the hammer from being used as a weapon without included bonuses. No matter what the ultimate goal of an item, the same construction time, material and PPE input (if any) is still required.
Which Weapon Proficiency is used for an Mystic Kuznya's Tongs?
None. These are non-weapons which receive one unique combat bonus. In combat, without a Weapon Proficiency, any further bonuses would only be supplied by an applicable bonus from HtH or attributes.
