There are a few rules and clarifications that Rifts: Chronicles of Kingsdale uses that apply specifically to generating characters. You will find them here. Other important information is included on the Chargen page, so make sure to read that in detail.

OOC/RCC Related

Staff reserves the right to add/alter skills to OCCs because Palladium has made errors (in our opinion). A robot combat pilot not knowing how to use robot weapons for example. When this happens, staff will inform you during the statting phase.

Moratorium

The following OCCs/RCCs are closed to character generation:

None, at this time everything is open.

Skill Related

All characters get Language: Native Tongue at 98% for free.

Note, there is an errata for Ley Line Walkers. Communications: Radio: Basic, Language, and Literacy Only. Note, for OCCs that get Communications: Radio: Basic Only, and get full access Technical. Will also get the above Ley Line Walker change.

If a character's OCC or RCC lists them as having a skill that has pre-requisites then they get the pre-requisites for free with NO OCC bonuses. This is just like getting a free secondary skill. It represents something you'd have had basic instruction in on the way to your advanced skill. For example, a character that gets Weapons Engineer as part of his OCC skills will get Mechanical Engineering (its direct pre-requisite) along with the Basic Math, Basic Electronics and Literacy (The pre-requisites of Mechanical Engineering.); all at base level skill.

Basic Electronics and Basic Mechanics are -NOT- considered pre-requisites of Mechanical and Electrical Engineering. However, staff have chosen to see the Engineering skills as representing the 'theroy' of things. You know how something works and understand intimately what components do what. 'Book Knowledge' if you will. You could build an engine on a computer. However, if you want to build an engine in real life you need to understand how to use the tools for the job and how things fit togeather. This is what Basic Mechanics and Basic Electronics are for. So if you actually intend to do anything more than computer and book work, you *MUST* have those too.

It is recommended you review the Skills section to make sure you understand any house rules regarding skills.

Equipment Related

Occasionally, the question comes up over what to do with an OCC that does not have an inventory/starting equipment listed for it. A couple of good examples would be the Kitanni out of Rifts: Atlantis and the Machine Person from Phase World.

It is especially a problem in regards to very open R.C.Cs such as the Machine Person, who has no skill restrictions and can be configured to almost anything the player wants. In these cases, staff will make a judgement call and assign him or her a starting inventory based out of the OCC in Rifts: Ultimate Edition that is the /closest/ in their mind to that of the character. A Kitanni Technician would start with the Operator O.C.C's equipment, and a Machine Person Cybernetics Specialist would start with that of a Cyber Doc.

There are many weapons in the game, such as the Forearm Integrated Weapon System (FWIS), Vibro Blade Vambraces and Forearm Grenade Launchers that can be built into suits of armor. This is even true for general equipment, such as Rocket Boots, Multi Optics Helmets, Combat Gauntlets and Sensor Jammers. Characters may start with these integrated into their body armor if they wish. But those weapons will be part of their selected weapons.

Lastly, the Forearm Integrated Weapon System (FIWS) counts as *TWO* ranged weapon selections if one wises to begin with it.

Starting Gear

Staff are concerned with two things:

1) Location
Please do not have a background saying you were raised in the CS Burbs with weapons from Japan.

2) Damage levels
Make sure your weapons meet the current damage restrictions. Pistols no greater than 4D6, rifles no greater than 6D6 in a single strike or 1D6x10 in a 3-round burst/pulse strike.

Aside from this, just use your head. So you can possibly have weapons from MercOps and such that have likely been around for awhile. Use your head on this though.

For the most part, New Style CS and Naurini weaponry will not be approved. But if your background has a good reason for it, it may be allowed.

Remember the year is now 109 PA.
