Question: Please clarify exactly what 'impaired if wearing full EBA' does to bonuses, so that there's a continuity. In the book it says barricades like closed doors (so EBA) will reduce the effectiveness, 'G.M.s should use their discretion and common sense.'

ANSWER: The current ruling is that for every barrier (EBA, Wall, etc) the range is cut in half. For each additional barrier, it is cut in half again. This is only for the range. The bonuses are not cut in half, but they only apply if the target is within this new range.
